The Tenth University of Social Development (Winter session 2014) organized in Rabat on the 14 and 15 November 2014 by the Center for Studies and Research in Social Sciences, will focus on “Freedom of expression and the institutional, legislative and judicial guarantees. Comparative approach “.
This is the third meeting to address the issue of the media in the new political and institutional context in Morocco, after the meetings of November 2012 and November 2013 on “Freedom of the press facing the test of evaluation”. Both have dealt with foundations, criteria, methods, types, classification of evaluation performed worldwide. Hence the common title for the two meetings: “Assessing the assessment.”
So, after the question about the extent of freedom of expression, the attention is focused on the size of the institutional, legislative and judicial guarantees. In the current phase, the idea of security is a growing concern after the accumulations made in the field of democracy and human rights in terms of choice and guidance. It can be considered as a step forward in building the rule of law in Morocco, at least since 2011. The actors are no longer satisfied with policy statements or professions of faith, statements attesting to their commitment to the values of the rule of law, but require more institutionalized safeguards, procedures, best practices verifiable and measurable.
This is undoubtedly related to the peculiarities of each area. So, concerning the field of media, seeking guarantees can be explained by the following factors:
– In a context still marked by the events of the Arab Spring as spark, epiphenomenon and researcher of processes still at work, even three years later, the context is also marked by the explosion and the generalization of the internet… : liberation bursts could seem weak, unsustainable, subject to regression, recession and atrophy under the influence of conservation structures and lobbyists …,
Add to this the porous and uncertain nature of the business model of the media in general and the electronic press in particular;
-The effects of authoritarian political culture, political approaches based on desire for hegemony, domination, for the mastering control of society;
-The weak rooting of professional ethics specific to the field, deficits in training and mentoring … ;
-The inaccurately conducted assessments, gaps, prejudice, they are questionable and do not stand the test of events.
– the fragile security and political stabilization.
Therefore several questions arise in the analysis:
-What are the credible guarantees on the basis of freedom and independence of journalists ?
-What institutional safeguards with regard to the issue of self-organization of the sector on the unions and entrepreneurial levels, research institutions, training, monitoring, ethics committees ..?
-What judicial guarantees in the context of independence, innovation, access to information …?
-What frameworks, which institutions of protection of the press and journalists against threats, assaults, violence …?
